Preheat the oven to 180°C (350°F). Grease a 20cm (8-inch) round cake pan and line the bottom with parchment paper.

In a medium bowl, whisk together the flour, sugar, cocoa powder, and baking powder.

In a large mixing bowl, cream the butter and eggs until light and fluffy. Add the milk, vanilla extract, and mix until combined.
Tip: Make sure to scrape down the sides of the bowl.

Gradually add the dry ingredients to the wet ingredients, mixing until smooth. Stir in the milk chocolate chips.

Pour the batter into the prepared cake pan and smooth the top.
